California consists of 57 counties, 482 cities, towns, and villages, and 2,894 special districts.  Each entitled to set up their own policies regarding cannabis cultivation.  To make matters worse, oftentimes these administrative licensing organizations do not communicate well with either the state or the federal government. 

There are licenses for Growing Cannabis, for Transportation, Manufacturing, Testing, Selling, and even for Event Holding.  In cultivation, licensing depends on the type of production and lighting used, and the number of plants or canopy intending to be grown.  There are specialty licenses that involve multiple license types and or specialty cultivation licenses.

Navigating through all those rules can be tough —
unless you have a combined 30 years of experience doing it.

California voters passed Proposition 64 in November 2016, which approved recreational use, possession and cultivation  of cannabis for adults 21 and older. This use, possession, and cultivation allowance  is not without restrictions however, and certain offenses can still be prosecuted as misdemeanors, and if certain conditions exist, felonies.
